OTTAWA — City manager Richard Nienstedt said work on a new water tower was temporarily delayed because winds collapsed the bowl last week. It took several days to make repairs and check welds and panels, he said. It should be lifted into the sky and filled with water soon, he said. The city is making an extreme makeover of the water system north of the river to meet projected residential and commercial growth in northern Ottawa.
