WELLSVILLE — The owner of a Wellsville kennel that was destroyed by a fire earlier this year will rebuild. County planning director Larry Walrod said Tony Fowler asked the county commission to waive the building permit fee for the structure. Walrod said the fire was stopped before it spread to Fowler’s house. The county has an informal policy of waiving the building permit fee if property owners choose to rebuild homes or buildings destroyed by fire. Commissioners agreed to waive the fee Monday.
