LECOMPTON — A Topeka man has been identified as the man found floating in the Kansas river this weekend near Lecompton. Jefferson County Sheriff Jeff Herrig said Tuesday night that the body is that of 34-year-old Roy Manns, Jr. Herrig said he’s still waiting on test results from the coroner but that foul play probably wasn’t involved. It’s likely that Manns was the man who jumped off a bridge in Topeka into the Kansas river a week ago, Herrig said.
