OTTAWA — Revenue secretary Joan Wagnon paints a dire picture of the state’s budget gap over the next two years. She spoke Thursday at the Chamber of Commerce Legislative Action Committee’s Eggs and Issues breakfast in Ottawa. Because of the bad economy and legislators giving away so many tax breaks, legislators now face the choice of raising taxes or making massive cuts in state spending. She said as she travels the state, she finds Kansans will be more forgiving of tax increases rather than if schools are gutted, old people are kicked out of nursing homes into the streets, prisoners are let loose and those who need help end up starving and homeless.
