OTTAWA — At their meeting Wednesday night, Ottawa city commissioners will declare April as Lyme Safety Month. It might be a bit late, but city manager Richard Nienstedt said the debilitating tick-borne disease is an important subject. Because of the unusually wet winter and cool conditions, it’s been a perfect breeding time for ticks and they’re thick this year, he said.
