OTTAWA — Franklin County commissioners gave the OK to a plan that outlines what officials would do in the case of most disasters. The county hazard mitigation program involves the county, cities, school districts and even some rural water districts, said emergency management director Alan Radcliffe, who discussed the plan with commissioners Monday. The plan, which is on the county’s Web site, establishes procedures and guidelines for handling most major disasters, he said. The plan has been approved by the Federal Emergency Management Agency and is to be approved by the city of Ottawa and other entities, he said.
