OTTAWA — The operator of a private sanitation service protested a new Franklin County policy. The new policy requires the county sanitarian to inspect septic systems whenever a house is sold. Fred Hornbaker, D&S Sanitation, told county commissioners yesterday the new policy will cost him. He said he does several of the inspections and he said he will lose the business because the county is using the policy to raise more revenue. County administrator Lisa Johnson disagreed, saying the county isn’t trying to raise revenue from the policy change. Other counties require the inspections and none of them outsource the inspections to private contractors, she said.. Commissioners, who voted for the change as part of a list of planning department fee changes, said they’ll review the new policy.
