TOPEKA – Gov. Mark Parkinson has ordered flags to be flown at half-staff Thursday in honor of a Kansan killed in Afghanistan. Col. John McHugh, 46, died last week of wounds he received from a car bomb. McHugh was chief of operations of a NATO leader training group.
