BALDWIN–If you live in Baldwin, your electric bill is going up. The Baldwin City Council has approved a 2 part, 6 percent electrical rate increase, the first of which takes effect July 1. Another 6 percent rate hike takes effect July 1, 2011. The council voted 4-0 for the increase.
