TOPEKA — A combination of heavy rains and saturated soil last night caused flash flooding throughout the area. The National Weather Service said nearly two-and-a-half inches falling in about an hour pummeled Richmond Wednesday afternoon. Several roads in eastern Kansas remain closed this morning because of flooding. In and around topeka, several areas received nearly two-and-a-half inches in an hour, closing highways and streets and flooding some homes and knocking out power to 3,000-4,000 households. The Manhattan Mercury said some parts of the Manhattan area received five inches of rain in a short time, forcing evacuations in Manhattan, Ogden and Riley. The Manhattan fire chief says it was the worst flooding he’s seen in 54 years.
