OTTAWA — Most rezonings are nice, neat matters with orderly boxes drawn over land maps. But Wednesday morning, Franklin County commissioners approved a rezoning along Delaware Road between Reno and Sand Creek roads north of Pomona looked like a puzzle piece. But county planner Larry Walrod said there was a method to the madness. That part of the county contains soil that isn’t particularly good for home sanitation systems, he said. The particular lot had to build a lagoon at a distance much farther from the house, creating a need to lay out the weirdly-shaped parcel, he said.
