GARNETT — The city of Garnett will conduct a survey of property owners concerning sidewalks along some streets in central Garnett. City manager Joyce Martin told the Anderson County Review that the survey is designed see if the city qualifies for a grant to replace sidewalks. To qualify for the grant, at least 51 percent of residents in the area must be of low-to-moderate income. Residents in the target area, roughly between First,and Sixth avenues between Maple and Oak streets, will be asked to answer survey questions about their income. Those who return the surveys will not be identified by name, and city officials will not have access to the survey answers, she said. A regional planning organization will collect the surveys and compile the results. If the city receives the grant, she said homeowners still could be asked to pay a part of the cost to replace sidewalks. The city is redoing sidewalks to improve handicapped access throughout the city to meet requirements from the Americans with Disabilities Act.
