OTTAWA — The Ottawa City Commission wants you to be a Good-Time Charlie and it will be good for you. At this morning’s meeting, the commission will declare July 29 as Play Day in Ottawa. City manager Richard Nienstedt said the proclamation is part of a national effort to highlight the importance of play and exercise. The Ottawa Recreation Commission is planning a variety of activities throughout the city.
