OTTAWA — The Ottawa City Commission instructed city staff Monday to keep sawing away at the budget for next year. In other meetings, city finance officer Scott Bird has warned commissioners that the city won’t be able to avoid raising property taxes next year unless they’re willing to make steep cuts in services. Bird had proposed a budget with a 1.7 mill increase in the property tax. Commissioners asked him to cut it to one mill.
