OTTAWA — The Ottawa Planning Commission will return to a request by Franklin County to expand its construction demolition landfill on Osborne Terrace northeast of Ottawa. Neighbors have expressed concern about the expansion. However, county planning director Larry Walrod told the city planners Wednesday that the county will have to expand. The county’s present site includes a buried landfill and to open additional cells, the county would have to reopen the buried landfill, which creates a whole variety of regulatory burdens, he said. It’s simpler to buy new land, which the county has done, and create new landfill cells, he said. The county has agreed to several conditions sought by the city staff, including planting a belt of trees to screen the site, city planning and codes director Wynndee Lee said. Although the site is in the county, it is in the city’s urban growth zone. Under an agreement with the county, the city controls planning and development in the zone around the city. The city planners will resume a public hearing on the request Aug. 11.
