OTTAWA — Ottawa school Supt. Dean Katt doesn’t need the Federal Reserve to tell him that the economy is taking a turn for the worse. He said all he has to do is look at the big increase in the number of students who qualify for free or reduced-rate lunches. He said layoffs, job cuts and economic problems have forced many families to apply for free school lunches, which are based on household income. This year, more than half of the students in ottawa schools will qualify for free or reduced-rate lunches, he said.
