OSAWATOMIE — New lead rules were a lead pipe on the annual Osawatomie “Christmas in October.” The Kansas Department of Health and Environment has a new rule that requires anyone to take training on handling lead before they do any renovation projects on pre-1978 structures. The Osawatomie Journal reported that a similar federal rule has a loophole for volunteer groups such as the Christmas in October group. However, organizers say there isn’t any such loophole in the state lead rules and they decided to drop this year’s effort. The group had repaired and painted 100 houses over the last 16 years and seven homeowners had applied for help this year.
