RICHMOND — Maybe it was a case of sleeping while intoxicated. Franklin County Sheriff’s deputies responded to a report of a driver slumped over and his vehicle stopped in the middle of the 300 block of Ohio Road east of Richmond late Friday night. Deputies arrested Kenneth White, 68, Garnett; on suspicion of driving under the influence.
