TOPEKA — The Topeka Police Department said they have located a missing 17-year-old teenager. Earlier this morning, the Topeka police and the Kansas Bureau of Investigation requested help from the public in locating Crystal Smith, who was last seen shortly after midnight this morning in the Topeka area.
