OTTAWA — The federal government responded to the disasters of 9-11 and katrina by offering grants to help local governments better prepare for disasters. The county used some of those grants to create a full-time emergency management department and completely overhaul the county’s plans for responding to a variety of disasters, said emergency management director Alan Radcliffe. The county used federal grants to build radio towers in the four corners of the county to improve emergency radio communications, buy an emergency command center and a disaster-site identification system, he said.
