OTTAWA — Ottawa city commissioners decided to delay their discussion of the city’s policy for tax breaks for economic development. A special committee has reviewed the city’s policy and a completed report was given to the commissioners. Commissioners will need more time to review proposed changes in the policy and will probably take two to three work sessions to thoroughly consider it, said city manager Richard Nienstedt.
