OTTAWA — Chaplain and Vietnam veteran John Musgrave will be the guest speaker for Friday’s POW/MIA Recognition Day ceremony at noon at the Franklin County Veterans Memorial. The ceremony is hosted by the local chapter of the Vietnam Veterans of America and will honor the 14 missing servicemen from World War II, the Korean War and the Vietnam War.
