OTTAWA — Ottawa city commissioners took their first look Monday at a report on the policy regarding tax breaks for economic development. The process has taken several years, and included a blue ribbon committee of government and business officials, said city manager Richard Nienstedt. The report offers several recommendations for changes, he said. New businesses shouldn’t expect 100 percent tax breaks unless they meet employment and other goals, he said. Commissioners will discuss the report over the next few weeks.
