LeLOUP — Franklin County deputies served a restraining order yesterday to Debra Donoghue of LeLoup to keep her or anyone else digging on her property near a rural water district water line. Undersheriff Steve Lunger said Donoghue and the water district disagree where the easement is and she insists on digging on her property and the water district insists that she’s trespassing on their easement. Lunger said he expects the matter to end up in court.
