OTTAWA — The city of Ottawa may refinance $3.3 million in bonds for the city’s electrical substation southwest of town and power lines along the eastern side of the city. Because of low interest rates, the city could save some big bucks on interest costs and could shorten the length time to pay off the new bonds, said city finance director Scott Bird. The project added a second substation and connection to Kansas City Power and Light, which makes power interruptions less likely and adds another safety margin to the city’s power grid, he said. Since that project, the city added another substation in the northeast section of the city, which is likely to see a major increase in electrical demand.
