OTTAWA — The city of Ottawa will pay half the cost of electric bills of certain customers during the winter months of December through March. The city offers help to those people who are eligible for Supplemental Social Security or Supplemental Social Security Disability. To be eligible, you must have proof from the Social Security office that you are on one of the two programs for next year. You must also fill out an application. Applications are available at city hall, the East Central Kansas Area Agency on Aging, the senior center or ECKAN. You also must have utility service in your name and have a good payment record.
