OTTAWA–Franklin County voters followed most other Kansas counties in approving two constitutiional amendments on the ballot. The first amendment made changes to the Kansas Constitutional spelling out that a person has the right to bear arms for personal defense. The question got 6756 “yes” votes and only 603 “no” votes. Statewide, the amendment was approved by 89% of Kansas voters. The second question would bar using mental illness as a reason for disqualifying the right to vote. That also received overwhelming approval of Franklin County voters. It got 4481 “yes” votes and 2797 “no” votes. Statewide, this question was approved by 62% of Kansas voters.
