OTTAWA — The Ottawa city commissioners approved some major changes Wednesday in its economic development incentives for new industries or for existing industries to expand. The new policy was worked out by government and business officials over the summer. The incentives won’t be as generous, said city finance director Scott Bird. Under the new policy, the city will no longer offer 100-percent, 10-year property tax breaks except in rare cases, he said. Most cities have scaled back their incentives, finding they have been largely ineffective in attracting new industry while cutting revenues to the cities.
