OTTAWA — The Ottawa City Commission voted 3-1 on picking an insurance broker for the city Wednesday. City Commissioner Gene Ramsey, who cast the dissenting vote, said the city should pick a local insurance agency that submitted the low bid and is qualified to handle the business. However, the other commissioners followed the advice of consultant James Charlesworth to pick insurance broker Cretcher Heartland, of Overland Park. The company offers several unique services including human resources and utility experience, as well as a principal who’s a civil engineer, that will be useful to the city, he said.
