OTTAWA — Some county residents aren’t happy dealing with city zoning regulations. Under an agreement between Ottawa and Franklin County, the city controls most development and zoning issues in an area just outside the city. County Clerk Shari Perry discussed the complaints she’s received with commissioners during the county’s meeting Monday. Those who complain say that they have to abide by the city’s rules but they have no votes and little say in the drafting and enforcement of those rules. The agreement remains in force for a 10-year period unless both the city and county agree to end it, county administrator Lisa Johnson said. Commissioners said they discuss the complaints with city officials later.
