WASHINGTON — The feds are making a U-turn on a plan that had annoyed Ottawa and other city officials across Kansas and the nation. The feds put the brakes on the plan that would have required a massive overhaul of street signs to change those written in all capital letters. Critics of the plan decried it as a pointless mandate and hugely expensive at a time when states and cities are desperately short of money. ABC News reported Transportation secretary Ray LaHood has agreed and has taken steps to reverse the sign changing policy.
