OTTAWA — An Ottawa man is being held in the Franklin County jail on $75,000 bond on suspicion of kidnapping, suspicion of aggravated assault with a deadly weapon and battery, and suspicion of a terroristic threat. Police Lt. Adam Weingartner said when Ottawa officers responded to a 911 call Thursday night, they found two men arguing in the 800 block of South Cedar and a woman who was injured. Andrew Lynn Bailey tried to run inside into a home but was arrested by officers, he said. Weingartner said it appears the woman was being held in a home against her will for an extended period of time and was injured. She was taken to Ransom Memorial Hospital to be treated for those injuries, which included a possible face fracture, Weingartner said. She was released. The second man had gone to the house to help the woman, he said. When officers and detectives searched the house, they found what appeared to be a methamphetamine lab, he said. The original case remains investigation and the Franklin County Drug Enforcement Unit continues the drug investigation.
