OTTAWA — At their meeting Monday, Ottawa city commissioners received a refresher course in Ex-urban Planning 101. City planning director Wynndee Lee and city attorney Bob Bezek gave commissioners a history lesson in the city’s agreement with Franklin County over the urban growth area. Under that agreement, the city controls most of the planning and development in an area just outside the city limits. That history lesson comes in the wake of complaints received by county commissioners from people unhappy they have to deal with city regulators without having a say in the voice in the government that’s doing the regulating.
