TOPEKA — The Kansas Department of Health and Environment said it has issued the air quality permit for a controversial proposed coal-fired power plant in western Kansas. Acting KDHE secretary John Mitchell said the power plant planned by Sunflower Electric Cooperative at Holcomb meets current state and federal requirements for issuing the permit. The agency worked with the Environmental Protection Agency and Sunflower throughout the entire process to ensure all air quality requirements were met, Mitchell said.
