OTTAWA — When the Kansas Legislature convenes next month, legislators will be looking at another budget gap. At a recent meeting with local officials, State Sen. Pat Apple, R-Louisburg, said legislators could learn a few things from city and county commissioners and school board members, who have to govern and make unpopular decisions and face the people who are affected by those decisions. Before he became a state senator, Apple was a school board member and county commissioner.
