LAWRENCE–2011: New Year, New Law. Starting tomorrow, Kansas law enforcement officers are cracking down on motorists who text and drive. If caught, it will cost you. The action could cost $60 a ticket, and in Douglas County, another $93.50 in court fees. The ban goes beyond texting, it also covers instant messages and e-mails. How can officers determine if a motorist is texting or dialing a phone number? According to Lt. Robert Baker of the Kansas Highway Patrol, someone making a phone call looks down for several seconds. Someone texting looks down between 30-40 seconds. The Governors Highway Safety Association indicates that Kansas is one of 30 states that have ratified a no texting while driving law.
