TOPEKA — A state appeals court judge will be sworn in Friday afternoon as the newest state supreme court judge. Gov. Mark Parkinson appointed Nancy Moritz Caplinger linger to succeed Robert Davis, who died in August. She has been an appeals judge since 2004, when she was appointed by Gov. Kathleen Sebelius. She has worked as a research attorney for the state supreme court and for the U.S. District Court in Wichita. She was also an assistant U.S. Attorney in Kansas City, Kan., and Topeka.
