OTTAWA — The city of Ottawa is having a consultant review the city’s levee system. The consultant will document that the levee system is safe to the U.S. Federal Emergency Management Agency, said city manager Richard Nienstedt. Although the levees have been in existence for nearly 60 years, that isn’t good enough any more, he said. Because of Hurricane Katrina and the massive levee failures that occurred, the federal government is making Ottawa and other cities do the review, he said. The city has placed a temporary monthly surcharge on water bills to pay for the review.
