OTTAWA — A proposed storm water utility will likely mean a storm water utility fee for some Ottawans. The city will form a community task force concerning the proposed storm water utility. Those people most affected by the proposal will be invited to the task force, said city management intern Casey Sharp. Those include businesses, residents, school and church officials, and developers, she said. The task force will look at the proposal, as well as the utility fee, she said. The fee will be used to pay for a variety of projects to prevent or slow down storm water runoff, she said. Because most of the improvements will be underground, the utility fee tends to be a trickier sell, according to Sharp. The city is setting up the utility as a response to new federal clean-water rules that Ottawa must meet. Sharp said she’s also been working on a set of proposed development and construction guidelines concerning storm water runoff from building sites.
