OTTAWA — The Franklin County commissioners rezoned three areas totaling more than 33 acres to a county residential category between the new U.S. 59 and Missouri Road. The Kansas Department of Transportation bought the land as part of the highway project and has declared it as surplus, said county planning director Larry Walrod. KDOT requested the rezoning before reselling it. The land, which was formerly had three homes, has access to public water and has suitable soil for septic systems, he said.
