OTTAWA — Franklin county residents can expect to see about 3 to 5 inches of snow when they wake up, said Chad Omitt, a forecaster at the National Weather Service’s Topeka office. A powerful winter storm from the Rockies is sweeping across eastern Kansas, he said. The heaviest amount of snow will fall shortly before midnight, he said. At the heaviest, the snow could fall at the rate of one inch per hour, he said. Because the snow will be dry and powdery, it will blow and cause lower visibility, he said.
