OTTAWA — In his recent State of the State Address, Gov. Sam Brownback called for a new definition of “suitable education,” a clause written into the state constitution. His call had anti-tax Republican legislators, who are irked by the amount of money that goes to public schools, cheering. But it concerns others, especially Ottawa Supt. Dean Katt who worries that legislators crafting a new definition will use it as a way to lower funding for schools and knock off the delicate balance between rural and poorer districts and more wealthy urban districts. That could result in new lawsuits, he said. Most of Brownback’s speech will be the highlight for Sunday morning’s edition of Community Perspective at 8:04.
