OTTAWA — Kansas City Power and Light reports power has been restored to customers who were without this morning. The utility’s Web site shows scattered outages occurred earlier this morning in most of rural Franklin County, southeastern Douglas County, much of northwestern and central Miami County and areas in Johnson County. The most extensive outages were in rural areas around Baldwin City and Ottawa, and between Pomona and Williamsburg.  Some of those area were also blacked out Tuesday night as the monster blizzard blasted through eastern Kansas
