OTTAWA — The Franklin County Commission agreed Wednesday to a new policy on culverts and entrances from county roads to private property. The change paves the way for a new water tower to be built by Rural Water District No. 4 along Old Highway 50 southwest of Ottawa. The water district needs to clear one more hurdle – a special use permit for the water tower, said Butch Riddle, chair of the rural water district board. He said as soon as the county planning commission issues the permit, the board will finalize its plans and begin construction next month. Riddle said the water tower should be completed before the fall.
