OTTAWA — The city will have an open house Wednesday morning at 7:30 and the city commission will issue a proclamation about the Take Charge Challenge sponsored by the Climate and Energy Project, Lawrence. In the challenge, Ottawans will try to cut more energy use more than residents in Baldwin City, Paola and Gardner, who are also taking part in the challenge. Ottawa city manager Richard Nienstedt said the winner gets more than the good feeling of cutting energy costs and helping the environment – the winning city receives $100,000.
