OTTAWA — Ottawa city planning and codes director Wynndee Lee said the county will soon present a site plan for the new juvenile detention center at what will soon the former community college at Second and Beech. During Wednesday’s meeting of the city planning commission, Lee said the county’s architects met with city officials this week. The site plan is one of the final steps before building begins. The county will take over the site, which is in the city and subject to city planning rules, when Neosho County Community College moves to its new campus in eastern Ottawa next month. However, Lee said it will be a while before she gets any site plans for the county’s planned expansion of the landfill northeast of Ottawa. The Kansas Department of Health and Environment must approve any plans regarding landfill expansions and the process is a lengthy one, she said. Although the landfill is outside the city, it is in the city’s urban growth area. According to an agreement between the city and county, the city oversees most planning and zoning matters in the urban growth area, which immediately rings the city.
