TOPEKA — Kansas transportation secretary Deb Miller has been named conservationist of the year by the Kansas Wildlife Federation. She was recognized for the Kansas Department of Transportation’s new roadside management program, which preserves native prairie grasses and wildflowers, KDOT said. The program cuts back on the widespread spraying of weed chemicals.
