OTTAWA — The Franklin County Sheriff’s office said someone cut the catalytic converter from the bottom of a van owned by the Elizabeth Layton Center while it was parked at the Eisenhower Road clinic sometime over the last couple of weeks. The loss was estimated at $1,700.
