OTTAWA – The Franklin County Sheriff’s Department said it received a report that Robert Harris, 21, Ottawa, broke a windshield of a vehicle owned by Hannah Teter, 22, Garnett, occurring in the 2400 block of Old Highway 50 southwest of Ottawa Friday. Officers said they found Harris was drunk and they took him home. The investigation continues.
