OTTAWA — Franklin County commissioners decided Wednesday to apply for a federal grant that would study if Franklin County could host a community health center. If the study shows such a clinic is feasible and the county proceeds, the clinic would serve as a safety net for poor people or those without health insurance. The county will request a little more than $60,000 to do the study. The county would hire a consultant to conduct the study, said county health director Midge Ransom.
